I have noticed that people have received different responses at different times from HO. Some of these are listed below:

1. home office is waiting for reply from other govt departments.
2. monthly email from UKVI "your application still under consideration
3. your application raises exceptionally complex issues and we require further time to consider your case thoroughly and reach a decision
4. application is 'Awaiting an interview referral, as you might need to be seen in person
5. letter to fill up some questionnaire

what are the implications of these?
which of these groups are sure to receive ILR?

These reasons can be applied to ANY category of applying for ILR. Number 4 and 5 likely PBS routes though.

Any guess we make here will be just that, a guess. Some have received some of your examples and got ILR other have received one or two and been refused.
which of these groups are sure to receive ILR?
As with any immigration application, there is no guarantee.

* Visitor visas
* FLR(FP) - partner or parent route
* FLR(M)
* Set(LR) - ILR
* VAF4A - spouse entry clearance
* FLR(O)
* DLR
* SET(O) - ILR
* SET(M) - ILR
* Tier 1 Entrepreneur - new and extension applications

It is a general question and not directed at T1G only as you pointed out.
