Financial requirement for ilr changing?

To apply for ilr is the finacial requirement still 18,600. They said in the news it was going to be raised to 22,400. Does this affect those who are applying in the 5 year route. Ive already got my husbands extention. Will apply for his ilr in 2019. Was quiet worried.
