tier 2 ti Ilr

hi,
i m on tier 2 general from 2012 and march 2016 my company revoked i got 60 days letter until that time i found one company who is applying for sponsorship so i submit file for FLRO to waiting for sponsorship but the company get refusal and last Oct 2016 i got another employer wha have sponsorship and i got cos and i transfer my file to work permit.
my question is my five years is complete on April 2017 and my file is still in process so can i transfer my file to ILR?
as i dint have payslip from march 2016
