Can Tier 1 (dependant) be eligible for ILR if they complete 5 years in UK? and the main applicant has been refused ILR?

No, not possible. A tier 1 Dependent is only eligible for ILR if the main applicant gets ILR at the same time or before the dependent as a T1G main visa holder.
