Ilr for independent of refugee

Posting a question for a friend
She is on refugee visa due to apply for ilr this year
Spouse on dependent visa under family reunion
Spouse was out of the uk over the past few years for number of personal reasons and has moved to the uk as permenant base from this year
Can he be included as dependnt when applying for ilr?
If wife is granted ilr then what will the husbend be granted with? Ilr or dependent visa with no limit
