ILR 14year

Hi.
i came in UK
Dec. 2003 to 2010 on student Visa.
than 2010 to 2012 on Post Study Visa.
than 2013 to 2018 on EEA extended family visa.
i am looking the guidance notes of SET (LR) and it says
"When to apply,
the date on which you entered the UK with a visa."

page 2. bullet point 4.
saying on the above from 2003 to 2013 i have completed 10 year lawfully so can i apply for ILR 10 years base.
because from 2013 to 2017 my EEA partner was not working in year 2015. so is there a way for me to apply for any good chances.

Not unless your EEA sponsor had CSI covering the 12 months of unemployment.

according to the notes i can be eligible if i count the time i entered in uk 2003 as according to the form 'the date on which you entered the UK with a visa."
do apologies i am not trying to argue or making my point. this sentence making me confused and i do not have any other option to reside in uk next year. i am just trying to explore the opportunity for myself and my kids. otherwise again moving to a different country starting life from zero i do not want this.
