ILR under 5 years pending - switch to 10 years rule

Dear Team,
This query is on behalf of my friend. His ILR application under 5 year rule is pending since Feb 2016. No decision has been taken even after in-person interview on April 2017. There was letter from HO that the case is complex so decision cant be taken in 6months.
He completes 10 years in August 2017 - Is it possible to switch the ILR Category from 5 years to 10 years ?
If so what is the process ?
