rejected pr application

I recently applied for indefinite permit to the home office
my application was returned as rejected after 2months with reason that the application was incomplete and the required fee not paid.
I added my account details yet they said the transaction doesn't vgo through. I called my bank but there was no rejected activity on my account .
Now can I return all the documents and the application forms with a cheque to the home office or do l have to fill New forma before sunmiting
help me out please.
