Court Fine in 2012

Dear Members,

I am asking this question on behalf of my Friend who is about to apply for Tier 2 ILR(5 years) in November 2017, He fined by court for travelling on TFL without valid ticket 5 years ago.As the Conviction is older than 3 years does he need to mention in the application.If he don't disclose is that going to impact on his application.That is the only offence he did throught his stay here in UK according to him. I've suggested him to disclose it and would be best for him.

Please advice

He must declare it but It has no effect on ILR as non-custodial sentences issued more than 24 months ago will be ignored for ILR.
