ILR for Adult Dependent Daughter

I am on Tier 2 General with my dependent wife and adult daughter, do I must apply for ILR for myself and my wife to allow me to apply for my adult daughter. My wife is finding difficult to pass the Life in UK and English B1 Test. Can I apply for ILR for myself and my daughter now, and apply for wife after say 1 year
