Exempt vignettes- Do they count towards ILR?

I have an exempt visa mad have been living in the uk for 11years and I was wondering if I would still need to apply for ilr before neutralisation. And if it is possible to be eligible for student finance using my exempt visa

i dont think anyone can apply for neutralization.
You could however apply for naturalization.
Yes u need ilr before u can apply for BC. And will need to have spend 1 year on ilr before applying for BC

I am 19 years old and have lived in the uk for nearly 12 years. I currently hold an exempt visa stamp but my mum no longer works for the embassy but on my passport it stated dependent on my dad who is not a diplomat. I have been told to apply for a brp card with an ilr what are the chances I would be refused

You don't need to apply for a BRP card before you apply for ILR. You get a BRP card if your ILR is successful.

What visa did your father hold then?

Where are your parents now?
