Husband ILR and ESOL Entry Level 1 used previously not accepted

Dear Sir/Madam

I have received a home office letter today and require urgent advice and guidance. i have been anonymously following your boards this year for motivation but now am in the dilemma as many others here
I applied for my husbands ILR in May 2017. I received home office letter Today dated the 26th Oct 2017.
The long and short of it my husband arrived n the UK in 2010.
I have applied for an extension twice both granted
the last extension was applied for because my husband failed to pass the Life in UK Test. When applying we submitted his esol cert which was an Pearson Edexcel Entry level Award in Esol skills for life (speaking and listening entry 3 dated 6th Aug 2015. I submitted this this year and have today been told it is not an approved test provider.
our marriage as been accepted as a genuine relationship and he is now been granted a period of limited leave to remain for 24 months as a spouse of a settled person to obtain the relevant qualifications.
I thought the home office standards were to notify you at 12 weeks of any delays or requirement of further info. i feel if they had done so maybe my husband could have sat another exam or given me time to look at where i had gone wrong. i have now until the 9th Nov 17 to pay for the IHS charge or the application will be treated as invalid.
why has a cert i have used previously not been accepted this time?
can i appeal this when i have paid the IHS on these grounds
does this mean we have to submit another application paying the full charge again??
is there any way out of this?
i feel so frustrated and stressed. my husband just lost his young brother and now this i just dont now what to do

My understanding also is that ESOL level 1 is equivalent to CEFR A1. For ILR, he requires CEFR B1.

Thank you for your response. If my husband provided a certified Esol Certificcate within the next 10 days would HO accept this?
I just feel if they had advised us sooner maybe we could sorted this out
Also is a an entry level 3 (QCF) not a B1 qualification?

ESOL is no longer accepted. He needs to do a B1 test from an HO approved test provider, link to list below.

I guess i am being annoying. but one last question. if my husband could sit his B1 before the 9th Nov would HO accept this for the iLR?
