Employment for TIE during the procedure of ILR

Dear Zimba88 ,another experts and senior members,
My friend pass the question to me to ask the question related to employment because he has not a register member of this web site . last month, he submitted his application for ILR through the tier1 E route 5 yeas . He has employed two full time staffs since he started to run his business . He wondered if he still need to continue to employ two full time staffs until he get the permanent visa back ? in order to running the business in the good condition he only need one at the moment .
