someone need help please let me know.

He got Tier-1E ( 3-1-2014 to 31-2-2106) 3 year 2 months

Applied Extension 28-2-2016 got extension 20-12-16 ( for 2 year until 20-12-2018) 9 month HO hold application.

Now the question is he maintain or create 2 jobs 1-01-2017 until now and can he apply ILR 03-1-2017 AS he completed 5-year business (03-01-2017) or he needs to wait until 20-12-2018? because of his visa until 20-12-2018.( 8 month extra he has a visa)

Your dates make no sense.
Check your dates and post again.
But in general he can apply on getting to 5 years. Don't have to wait for extension grant end date.

If 24 months of full time employment were maintained/created AFTER extension had been granted, he can apply on any date within 28 days of completing his 5 years or later.

Dates lobsided, however Zimba is correct.

Zimba He created 2 jobs after granted and 12 months complete 31-12-2017. Can he Apply 1 Jan 2018 ILR?
But his visa still until 2018 December?
