Fee Waiver for ILR?

I am a volunteer befriender for a charity that supports that asylum seekers and refugees. The family (husband, wife, 4 daughters) I support were granted 3 years discretionary leave in March 2012, and then were granted it again so they will have completed 6 years DL by March 2018. They want to apply for ILR but they do not have £14k to pay the fees - the wife is disabled and the husband is her full-time carer. Can they apply for a fee waiver? The guidance seems to suggest not. If not, is there an alternative route or source of funding available to them? And how would one go about accessing that? Thanks for your help.

To the nest of my knowledge, ILR applications do not qualify for fee waiver (see Page 11).

There are charities that provide monetary and other assistance for people who are unable to pay the immigration fees. You may wish to search for them online.
