ILR for Spouse

Dear All / Respected members,
I have a couple of questions around my wife visa and was hoping if anyone can help.
1) My wife was issued a Tier 1 dependent visa as follows:
- 13 Feb 2013 - Dependent Visa Issued in Home Country
- 10 April 1013 - She entered UK.
What date will she become eligible to apply for ILR.
2) How many days are allowed for any dependents to stay out of UK per year and in total.
