ILR date eligibility query

Dear an immigration expert,
I would like to apply for an ILR and have come across an eligibility query myself. Could some one help me to find the eligibility date to apply for an ILR.
I came to UK in 2010 (Dec) on ICT Established staff and switched to T2G in Jan 2013 (Visa stamped on 17th Jan) and started working for the company from 2nd Feb till to date.
I was thinking as my T2G stamped on 17th Jan in country (with in UK) i will be eligible to make an ILR application 28d before completion of 5yrs continuous period i.e 21st Dec onwards - is it correct? if not could some one please let me know when can exactly apply ?
