Set LR - Section 3(c) of Dependent after refusal

Hello,
I have question regarding my friend's right to work in UK.
my friend is dependent and his wife was main applicant of SET(o) tier-1 route. Her application was rejected in November 2017. and within 14 days she applied for AR. While AR was running, her husband completed 10 years lawfully in UK. So before AR decision he applied at PEO (same day service) SET(LR) to glasgow office. his passport was already with HO due to his previous application and AR. so he didn't get decision on same day, and his Set(LR) is on hold at the moment.
Question:
Does he have right to work in UK currently?
How long normally it will take to get the decision of Set(LR) in same day service (on hold)?
