CAN I APPLY FOR ILR USING ONLY CHILDREN BIRTH CERTIFICATE?

Hello Everyone,
Can I apply for ILR using only children's birth certificate.
I was granted DL under Article 8 and was further extended. I am due for ILR. My ex is refusing to release the children's passport. I still have a good relationship with my children. I have them every other week for the weekend. I have every other supporting documents including child maintenance, receipt of present and things I buy for them.
I will appreciate your opinion.

Where were the children born?
When were they born?
What was your ex’s UK immigration status at the time of their births?

Children were born in the UK
They were both born before 2011
She was a British at that time.
Both Kids are British

I don't know whether this is permissable, but maybe ask if you can photocopy the passports and get them certified, the post office offers this service. You may be able to provide it as part of your application.
Secondly, if you have any documentation in regards to any arrangements that you have with the mother of your children it should be in writing and you may be able to include that as part of your application, it would also be beneficial to also write a covering letter on how you play an important part in your children's lives as well.
Again, you should include any court orders or from social work services on how you contribute to your children's lives.
Was the DLR based on your marriage to your British partner before you separated or did this happen after?

If you could state your full immigration history please, as to help you and for us to get a better understanding of your situation.
I think they may do if a reasonable explanation could be provided as to why original documents could not be provided.
