I didn't come across this question in the forum (Apologies, if I have missed it).

I'm currently on Tier 2 General and will complete 5 years in Sep 2018. I have been told by colleagues that I can apply for ILR 28 days prior to 5 years. If this true, I would like to apply for the premium on Aug 2018. Please, could you clear my doubt whether I can drop ILR before completion of 5 years?

I have been working with the same employer from day 1.

Yes, You can apply 28 days before completing 5 years on Tier 2 visa (also check you meet other criteria too).
