10 year long residency route

Hello
I came into this country 7th August, 2008 as a student. my last vaild visa expired on 12th december 2010 (PSW). then i applied for Tier 1 enterpreneure which was undecided up until May 2014. then I vary the application and applied for Tier 4 student visa. unfortunately after i applied the college got revoked. No curtailment letter was received up until they refused the application on April 2016. I then appealed which finally ended up on Fenruary 2018 from UT with no appeal right. (for your claification: the reason they refused my appeal was according to them i was not meant to receive any curtailment letter as i didnt have any valid visa. but they didn't answer what i was supposed to do. i went to few colleges and universites but none of them accepted me. but court wanted proof that i went to colleges and they refused to take me which I couldn't show. just recently when i was checking my emails I found few emails which I could use as proof but its too late

My question is am I still qualifying for the 10 year LR route as i know my Section 3C is now ended. And if so then can I apply 28 days before?
At the moment I have applied with Flr Hro form and waiting for the decision.
your advice is urgently needed please. thanks in advance.
