Tier 1 entrepreneur ILR -Employee Requirement- Transitional Arrangement

I am currently under Tier 1 entrepreneur extension. I will be applying for ILR under the transitional arrangement. I have only seen the home office give an example of 4 employees for 6 months each. Can I use 6 employees with 4-months of full-time employment or 8 employees with 3-month of full-time employment?. In short, can I use any possible employee combination as long as I have 24 months of full-time employment achieved?.

Thanks for your response. I was only clarifying since it did not specify on the example given by the home office.
