Submit Online ILR form before 5 year completion

Hi All,
Is it possible to FILL and submit he ILR form before my 5 year Completion?
Because it seems like if I wait then there is the chance I will not get the Appointment in Sheffield On Time.
So, I have Fill the SET (O) form online, and ready to submit and Pay but my 5 years will be completed on 11-july-2018. Can I submit the form before my 5 year completion to Book the Appointment?
