Tier 1 Entrepreneur while 10 years completing

HI,
My friend's application is currently under process for Tier 1 Entrepreneur extension. He has been interviewed by the HO about 5 months ago regarding his investment etc. it has been over a year since he applied for the extension but he is now going to complete his 10 years next month.
How should he go about applying for ILR on the Long residence route?
what documents will be required?
Can He actually apply for ILR while other application's decision is pending?
