Can Some please clarify the below ILR query

Hi All,
Hope you all are doing very good, can any one please suggest on below query:
If a person came to UK in 2010 November under Tier 2 ICT and continued under the same visa until today and which is going to expire in 2020 but there is agap in 2014 as below:
In 2014 January left from UK until May 2014 i.e Total duration 5 Months
In 2014 June stayed in UK for only 15 days and again left from UK in 2015 June 16
In 2014 October 2014 again back to UK and staying continuously in UK.
In above case is he eligible to apply ILR?, If Yes when can I apply ILR bcz in 2014 in Total year he had a gap of 180 days through Out a Year but not continuously having a gap of 180 days in 2014 i.e in two different intervals he had the gap in 2014 which is more than 180 i.e 220 days in 2014 but not continuously in 2014 i.e
In January to May i.e 150 days out from UK in 2014 and then June 1st to June 15 in UK again and from June 15 to October out side of UK i.e this gap is 100 days out side from UK, when he was out from UK he was not in UK payroll, he had offshore payroll, when he moved to UK, immediately he had under the UK Payroll
Where he was out from UK, he had the same ICT UK visa (no extensions done in home country, all extensions
are done within UK)
If the person is eligible to apply ILR in 2020 then at what time he can apply in January 2020 does he quality to apply, or he need to apply after the first gap i.e in 2020 May? bcz if he apply in January he had a gap of 220 days in 2014 where as if he applies in 2020 May then he is having a gap of 100 days so at what time in 2020 he can apply, can he apply in 2020 January with an employer supporting letter any?.
