Applying for ILR after 6 years of DL (2 X 3 YEARS)?

Hi Everyone,
I came to the UK back in 2002 and my asylum application was refused.
However, since the year 2012 I've been given 6 years of DLR (2 x 3years) outside of immigration Rules.
I have a biometrics card.
The second DLR which is the current one is gonna expire in 24-08-2018. Which means I only got about 2 months to apply for ILR.
Questions that I have now are:
1- is this the correct form that i need to send to HO? If not, what form do I need to send?

2- There seems to be a huge fee that applies! £2389 !!!!!
There is no way in the world that I could afford to pay that. I mean physically, its impossible for me. I have a child who is 2 years old and I am a stay at home dad.
My partner is British and she works but her wages is not enough for everything. i.e. rent, bills, food, the child stuff etc etc... and that's why we get support and benefit from the government as well.
I looked into the fee waver option but it seems like the fee waver does not apply if you are applying for ILR!!!
where do they think someone like me with no family other than my 2 year old son and my partner going to get this type of money!?
As it stands, I feel like that i have no option and certainly no money!
So, with all that said, What can I do? what are my options if any?
Yet again, confused as always dealing with Home office and government!!!!!!
Can someone please advice on this issue as I am literally going crazy and pulling my hair out!!!
