delayed in decision for ILR(Tier 1 General)

Hello Dear Friends
I applied for my ILR on 5 years Tier 1 General Set(o). Its been 15 months i havents hears anything even after rejected two times !
My timelines as bellow ;
1. 31st May applied via post.
2. got rejection after few months with AR.
3. Applied AR.
4. AR Rejected and returned me back all my documents with another AR.
5. Applied AR again.
6. AR successful, with mentioned that it was previous case workers error. They withdraw them original decision. And asked me to send back all my documents.
7. Documents sent back to them on 17th November 2017.
8. Cheesing by my local MP 3 times after march 2018 to till today.
9. in last(3 months back) reply from HO, they said that my application is in process and caseworker team will expedite your application.
Now, i am thinking to apply for PAP.
Please please please advice me what can i do? And also if anyone had/have same situations then please keep in touch with me.
Also, I am looking to apply for PAP my self. My solicitor isn't helpful.
