is dependent allowed to work?

Respected members,
I will apply for Indefinite leave to remain next year (5 years rout after entrepreneur visa), I am the main applicant, my husband (dependent) is doing job, my daughter who is 18 now, and she wants to do job as well as her friends are doing jobs of their interest, I have a question, is she allowed to do any work even she is 18 and dependent as well, in her BRP card only restricted work mention, not all, according to my solicitor she can not do any work.
Please I need your opinions.

Dependants have no restriction to work under Tier 1E route unless something is explicitly mentioned on the BRP.

Working doesn't necessarily mean that she's leading an independent life.
