ilr counts from date of visa stamp or entry in country ( FLRM)?

Hi

My spouse and my daughter currently on FLRM visa and will be applying for ILR next year, but have a question regarding when is the earliest I can apply for them- is it 28 days before the entry clearance granted or 28 days before I arrived in UK?

Details:

Settlement Visa Granted - 21/May/2014
UK Arrival - 14/July /2014
FLRM Visa - 17/Jan/2017 to 21/08/2019

Question - for FLRM Visa holder
Date I am eligible to apply for ILR is
21/May/2014(Visa Granted) minus 28 days?
OR
14/July/2014(UK arrival) minus 28 days?

The UK entry date starts the qualifying period.

Is it possible to apply 28 days before their UK arrival or do they need to wait till whole 5 years completion?

Until the 5 years of residence have been completed. They must also have been present in the UK on the same date 5 years previous to the date the application is submitted.
