I have qualified for the 10-year route on the 1st of October, i.e. I lived in the UK continuously for 10 years from 1/10 /2008 till 1/10/2018. My current visa expires at the end of January 2019. When should I apply for ILR based on Long Residence? I was told to apply within 28 days before the expiry of my current visa.

You could have applied already, within 28 days BEFORE you reached 10 years residence, counted from the date you ENTERED the UK in 2008.

I have a question about the Indefinite Leave to Remain LR online form. I intend to use the Premium Service. Is it possible to apply online, download and print the form and then bring it with me to the Premium Service appointment? Or do I have to fill in the SET LR form by hand?

You use the online form and then book your appointment as part of the process.

However, if you have already booked the appointment on its own, you then only have the option of using the paper form. You cannot use the online form otherwise you have to pay again.
