She has to apply for FLR M and meet the English and financial requirements.
What visa did you last hold?
When did you apply for ILR on Set O?

Do you know why your ILR SET (O) is delayed? From what I have seen in this forum, TIer 1 to ILR often involves a lot of scrutinies. In my opinion, whatever is causing the delay will not disappear just by applying for ILR (LR). what actions have you taken to get a response from HO? Have you involved your MP?

I haven't involved my MP.
I did a tax amendment before submit the application.
Thats why I thought I will submit 10 years application.

The tax amendment issue won't be ignored for ILR based on Long Residence. You could still be refused for the same reasons as Set(O).
What was the level of tax amendments you made or the full circumstances??

I declared 20k and paid only 1300 as tax.
another 4000 paid after the amendment.

So you adjusted your income after you got a Tier 1 General extension, effectively declaring one (higher) income to HO to meet the requirements for the visa and then a lower income to HMRC to reduce your tax liabilities??
