Bereaved Partner - Appeal

I am helping someone with the appeal of bereaved partner application which was refused - just wanted to know what is the procedure once the online appeal is made for applicants outside the UK; at what stage do the applicant submit the documents again to review or is it all online via scan?

What are the circumstances?

There are no provisions for an entry clearance of the bereaved partner who is outside the UK.

previously had spouse visa but left the UK after husband died and no support from family members and now applied for bereaved partner from outsite the UK - UKVI didn't receive any supporting documents hence the application refused - any chance?

Leaving the UK after her husband died was an unfortunate move. There may be a chance outside the rules. Has her leave expired?

There was an example of someone succeeding in returning to the UK.

Yes, her leave expired about 9 years ago as the family members didn't let her stay in the UK and she didn't know how to get any local help or support either so she decided to leave - now she is on husband pension and is been since then and want to come to the UK to settle.

What is the procedure for online appeal application? How does it work? At what point does it tell to send the supporting documents and to what address?

Appeal against a visa or immigration decision.

However, after 9 years, it's difficult to see how she can succeed.
