Query re when i can atend for a Premium Service Appointment

Hi
My wife is on the 5 year spouse dependent route.
She completed 5 years in September 2018.
Her visa is due to expiry on 04 Jan 2019.
Can she attend for Premium Service appointment any time from now? Or doe sit have to be after 07 December because the appointment needs to be within 28 days of bias expiry date?
