ILR applicants under PBS dependent

Hello,
Can some one help me to know when my dependent’s are eligible for ILR ?
My wife and daughter came to the uk on Tier 2 (General) dependant visa. Following are the important dates.
Visa issued date : 12 Dec 2013
First landed in UK: 01 April 2014
Tier 2 dependant Visa extension on : 01 March 2016
Can you clarify is ILR eligibility needs to calculated from visa issue date or first landed in uk date?
