When can my husband apply

My husband will be applying for my husbands indifinate leave to remain soon. I wanted to ask...do i have to submit the application 28 days before his biometric card expires? Or can i submit it when he completes five years starting from his spouse visa given on 25 february 2014.
He came to uk on a finace visa. After getting married he switched to spouse visa granted on 25 february 2014....so it would make sense if this date was used to calculate the 5 year period?
Thanks for your time.

25 Feb 2014 would be a relevant date. You can apply 28 days before 25 Feb 2019.

Yes if this was the date his first FLR(M) visa was issued.
Thanks for your time.

Hi Fatima
As you husband got Entry clearance on 17th Jan and enter UK on 25th February,so he can count the 5 years towards ILR from 17th January, which means he is eligible for ILR right now.

NO

The 5 year qualifying period started with the date on which the first FLR(M) visa was issued. The issue date is
only for PBS applicants

Your 5 years for ILR should be counted from your initial FLR(M) which was on 25 Feb 2014.
