Expertise and advise needed, please

Tier 2 1st granted - Feb 27, 2014
Current Tier 2 - expires Feb 25, 2020

5 years eligibility for ILR - Feb 27, 2019

Qn 1)- When is it recommended to apply for ILR ? HO site states - 28 days prior to expiry and eligibility for ILR
With a year of visa still in hand, can I apply start / mid Feb? or have to wait til March?

Qn 2 ) End of Set O - states a requirement to provide "For the period before you were granted leave as Tier 2 migrant, documents showing that you met the relevant requirements of the immigration rules. For further information concerning the evidence required, please refer to the Tier 2 migrant policy guidance on our website"
What documentation is required to be submitted?

and lastly any advise on using the new UKVCAS system through Sopra Steria?

Please advise.

No sooner than within 28 days before reaching 5 years, counted from the date your first visa was issued.

2. Relevant if you are combining Tier 1 with Tier 2 to make up 5 years.
