Tier 1 settlement application - job creation Pre 6 Apr 2019

My wife is rencently preparing her T1 settlement application. However, we are confusing with the guidance on job creation.
The guidance said You may continue to employee (and score points for job creation for)
1 worker for 24 months
1 worker for 6 months and one for 18 months
4 workers for 6 months.
My wife has 3 workers worked more than 6 months. The 4th one is one week short because the accountant made an mistake on Job Start date and P45 leaving date.
If she combine all works working months, this is about 28 months which is more than 24 month.
I just want ask on the guidance, is that just and Example? Or do we have to have 4 works employed over 6 months?
