28 days rule for ilr

Dear all im new member here first post. Sorry for my ignorance if someone already ask this question but im desperate to find out abt 28 days early rule for 5 year spouse visa route . In my case
Visa issued 03/03/2014
Entered uk 03/04/2014 (within 3 months)
Question is when is the earliest i can apply for ilr

You can apply no sooner than within 28 days before the 5th anniversary of the date you entered the UK on a spouse settlement visa.
Note that if you initially had a fiance visa, the time on fiance visa doesn't count.

Just to clarify further if im using super priority new service ?
What day home office consider for application is it the day i complete my application online ? Or pay online ? Or the day ill go for biometric ?

Online application submission date (when you pay and submit)
