ILR 28 days rule

Hi all
I have some questions regarding applying for Indefinite Leave to Remain in the UK.
Applicant on student visa granted 0n 19/07/2009
Entered to UK on :- 10/08/2009
Entrepreneur initial application expire on 13/07/2019
What is the earliest date I can apply submit my ILR application, based on the 28 days rule? Would this be based on the student visa start Date, or the date I entered the UK?

For ILR based on 10 years long residence, it starts from the date you ENTERED the UK, so no sooner than within 28 days before 10th August 2019.

Can I submit my application in person at a premium service centre as per the earliest date 0N 13/07/2019 ?
So technically, I could apply for ILR on the 13/07/2019?

There is no longer a premium same day service. The PSC/PEO have been closed.
So technically, I could apply for ILR on the 13/07/2019?
Yes, it is an online form now and you use the new UKCVAS service, see link below. The date you submit, pay and apply online is the date of application.

I am gonna use UKCVAS service and Can I submit my application in person at a super priority as per the earliest date 0n 13/07/2019?

You have to apply online when you meet the requirements, ie within 28 days before reaching 10 years, the date you apply and submit the online form is the date of application, so you cannot apply too early. Booking an appointment at UKCVAS for biometrics and documents upload/check is part of the online process. UKCVAS is only a third party facilitating service and not HO or caseworkers and they don't give advice and you don't get the results or outcome of your application while you are there etc.
