Hi there,
I am here on a shortage Tier 2 from the USA- Granted originally May 2014- My job did not start until October 2014. I changed employers and the current visa for me and my son expires December 2019. When can I apply for ILR?

Is it 28 days before issued in May 2019? 28 days before I arrived in October 2019 or 28 days before December 2019 when current visa expires? I have gotten conflicting information

It is from visa issue date. The period between May 2014 to October 2014 will count towards the 180 days max absence limit during your first year.

:) Thank you this was very helpful. I thought so, but wanted to check. Also do I need to get letter from my employer and what should it say?

Employer letter must confirm your salary, approve your absences from the UK and also it has to say that they need you for a foreseeable future.
