Hi
I am a british citizen and my wife is from india on spouse visa (set M). She came to entered the UK on 19/7/14, we are now applying for ILM.

Her BRP expires on 30/6/19. For ILM it says you can apply 28 days before 5 years, is it ok to apply just before BRP expires and within 28 days, therefore any date from the 21/6/19 submit the application?

Thank you

You seem to be confused with the visa categories. Indefinite Leave to Remain SET(M) is what your wife will be applying for, She would have entered on a limited leave to remain visa.
There is no 'ILM' category.

She can apply no earlier than 28 days before her 5 years in the UK as a spouse and no later than the expiry date of her BRP.

B1 level English + the Life in the UK test is required.
