ILR rejected due to the English language test

Dear all,

I wish I read this forum before I have applied.
I have noticed there were a lot of cases when ILR Set (M) has been rejected due to the incorrect English test certificate, so I am the one as well.
I have been offered a limited leave to remain for further 30 months.
I have read some of your stories on this website. I still have a couple of questions.

Shall I accept the rejection, pay NHS surcharge and then reapply as soon as I pass the test? In this case is there any chance to recover limited leave to remain/nhs surcharge fees?
Shall I apply for an administrative review (that I have not been offered in my rejection letter), any successful stories?
Shall I wait for my documents to arrive, then do the test and reapply for ILR again with the cover letter explaining the situation? Any chance to get the first ILR fees back? Will it take them further 6 months to make a decision?

To be honest I have to travel on the 19 May to see my mother, my father died recently, she needs some support. Which of these options will be the quickest one? Sorry for so many questions, I keep blaming myself for not paying enough attention to the language test requirements. Many thanks

ESOL B1 by Cambridge, the one they have accepted twice when I’ve applied for my visa and then further limited leave to remain.

What did the letter from HO say exactly??
I do not qualify for ILR. The reasons are set out in Annez A which is the incorrect language certificate.
However, I will be given limited leave to remain for 30 months, just pay £500 NHS charge (that I tried to pay but it’s £1000 if I follow the link given in my letter).

Hi Elena,

My husband is in exactly the same position as you we got the letter on Friday requesting we pay £1000 Surcharge in order to receive limited leave as we did not submit the correct B1. What I wanted to ask is have you managed to reapply and did you research if we can get the money back on the surcharge and application?
