ILR 10yr advice

Hello,
Can I apply ILR under 10 year.
Date of first visa:: 03/02/2009
Date of Arival:: 19/02/2009
Current Visa expire:: 14/01/2019
I want to use premium service but it mean I wouldnt be in UK for 10 yr on same day? Anyone can help please. Thanks

Too early by a whole year to apply, however, see my answers below.
Date of Arival:: 19/02/2009
Current Visa expire:: 14/01/2019
You can apply WITHIN 28 days before 19th Feb 2019. Appears you have a few days shortfal.

No there is no such requirement that you must have been 10 full years in the UK on the date of application in person. However, you have a shortfall of a few days and you will likely be refused for not meeting the 10 year requirment (minus the 28 days).

Thanks for reply. Spoke to couple for lawyers both got differeny opinion.
10yr can start from date of visa ? Or it has to be arrival date? Its shourtfall from arrival but not from visa.

This one. The rules/guidance is clear, for long residence ILR it starts from the date you ENTERED the UK.

Hello all,
My first application was for descretionry leave which I switched later to ILR 10 year. I have received my decision and biometric card for ILR.
Anybody can tell me when I am going to get refund for IHS charges and descretionry leave refund? Or who should I contact about it?
