Long Term Route

Hi experts,
Here is my UK immigration history.
Jan 2010 - Oct 2011 Tier 2 ICT
Feb 2013 - Jan 2014 Tier 2 ICT short term
Mar 2014 - Sep 2017 Tier 2 ICT long term
Oct 2018 - Till date Tier 4 Dependent
I believe the gap between first and second entry is more than 6 months, so the first entry will not be counted for 10 years settlement route. Please confirm.
My next question is, doest the other 3 stay count for 10 years route?

Correct,your continuous residence is broken.

Yes, you will qualify in Feb 2023 If you meet all the requirements.

Here is my UK Stay history.
Feb 2013 - Jan 2014 - Tier 2 ICT Short term
Mar 2014 - Sep 2018 - Tier 2 ICT Long term
Oct 2018 - Oct 2020 - Tier 4 Dependent
My spouse is pursuing Masters in Entrepreneurship from the university who is one of the endorsing body for Start up Visa.
By Oct 2020 I would have 7 years and 8 months of continuous stay.
If my spouse gets Start up Visa, I will have dependent Visa until Oct 2022. By then I will have 9 years and 8 months of continuous stay.
I would like to know if I can apply for 6 months tourist Visa to cover the 4 months and apply for ILR?
Otherwise can my spouse apply for start up Visa that starts from Feb 2021 instead of Nov 2020?
Please advise if there is any better options available as well.

Theoretically both the options you listed should work.
However, applying a tourist visa while you have already lived in the UK for 9 years will raise suspicion
Applying a Tier 2 General visa is another option as long as you find an employer willing to sponsor you
