Apply to ILR before the end of current visa early

Hi
I am applying to my wife for an indefinite leave to remain. I have ILR under tier 2. My wife been living in Uk for more than 5 years. The question is, can I apply to home Office for her ILR any time or I have to apply 28 days befor the end of her current visa.

Has she held a tier 2 dependent visa for the full 5 years?
Useful to post what her full UK immigration history is?

Yes about 6.5 years. Tier 2 dependent.

She could have applied ages ago already if she meets the requirements.

Yes I know. I didn’t apply because they gave her three years visa last time . So we thought we can use the extra time as we paid for it and then apply for the ILR. All my kids got their ILR under tier 2.
Could you please confirm that she can apply anytime and I don’t need to send the application just 28 days before the end of her current visa ( ie she can apply now not 28 days before the end of visa on October 2019).
Also the maximum period keeping the online record of the application is 10 weeks, could this be extended when we revisit/ amend the application or that is the maximum.

She can apply at any time.
Very unusual that your kids got ilr without your spouse as the rules don't allow it.
