Hi All,

For instance my First entry date of UK is 05-oct- 2009.

While filling online form can I submit the application today and select available appointment date available?
Because my friends are saying that as per law of applying 28 days before eligibility, you are eligible on 07-09-2019.

So my question is do I have to submit online application after 07-09-2019?

Note that there is no 'premium service'. It is standard service or Super priority service through UKCVAS, not at an HO premium service centre.

You should submit and pay online when you are WITHIN the 28 days period. Today is not within that period. The date of application is the date you submit and pay online and NOT the date of your UKCVAS Sopra Steria appointment.
