SPOUSE ILR APPLICATION 5 YEAR ROUTE

Hi There
I am little bit confused about my financial requirement. Can you please help me about this. I have applied for ILR 5 year route on spouse visa. I have calculated my combined income to show £18600. My husband is self employed. His full financial year 2018/19 Income £12000. I was working since Feb 2019. My Income was last 6 months more than £7000. Total income £19000. But home office saying I need to earn money from april 2018 to April 2019. They didn't count my wages to calculate financial requirement. Now they want to give me 2.5 years visa in FLR FP if I paid Health surchage fee within 10 days. My solicitor is saying they are wrong he want challenged their decision. But I am worried about if 10 days past it will be difficult to get visa and I have to reapply and pay the visa fee again. I dont know which decision I should take. Can you please anyone help me. I dont have enough time left. Thanks

Decision is correct
9.3.7. Where a couple are using their joint income to meet the financial requirement, all of this
income must fall within the financial year(s) being relied on and must still be a source of
income at the time of application. For example, if the applicant is in the UK with
permission to work, to combine their salaried employment income with their partner’s
self-employment income, they must provide evidence of the income received from this
salaried employment during their self-employed partner’s relevant financial year(s)
and
evidence of ongoing employment at the date of application.
