Date of appication? Online submission date vs Super Priority Service appointmemt - SET LR

Hi All , expert advice please as I am confused about this:

My qualifying period is 30 Jan 2020 for ILR 10years now what would be considered date of application for my ILR application if I Do the following :

Submit the online application and make the pay.wnt on 15 Dec 2019. And get the super priority appointment date on 3 Jan 2020

Would UKVI consider 15 dec pr 3 jan as the date of application... as I would like to apply within 28 days before my qualifying period but not sure If can submit application before my 28 days of qualifying period and get appointment within 28 days if that would be acceptable?

Please someone has come across this situation or know the correct answer with reference?

The date of application is the date you submit your application online. However you should be eligible on the day of the decision, so in reality you can apply earlier and book an appointment when you are eligible
