Is the UK Government's 'help to buy: equity loan' scheme classified as public funds/benefits?

I am currently in the UK on a Tier 1 visa. I just wish to know if the UK Government's 'help to buy: equity loan' scheme (https://www.ownyourhome.gov.uk/scheme/h ... 2021-2023/) is classified as public funds/benefits?

I am asking this because, next summer, I shall be eligible for (and intend to apply for), UK Indefinite Leave to Remain (ILR), and was wondering if availing this scheme while on a Tier-1/Tier-2 visa shall adversely affect my ILR application in the future?
