Applying ILR without a valid passport

Hi all,
I am qualified for ILR status in a few months. The thing is I can only apply to ILR without any valid passport. The reason is the fact that Turkish government confiscated me and my wife’s passport a few years ago due stupid political reasons. And now they do not renew our passports nor give any official letter to indicate why. The only evidence I can provide is that a letter illustrating the situation from my lawyer in Turkey.
Given above circumstances, what are the chances I can get my ILR status?

You can apply without a passport. Later you can apply to get a Home Office travel document:

Can you be more specific?
Do you mean apply first and then provide passport later, or apply for travel document and after getting one later apply for IlR? Coz travel document timelines are also some lengthy times.
In the gov.uk site, it mentions valid passport as a requirement. Hence my question to find if there is any workaround..

You do NOT need a passport. You can provide alternative documents

Now that I carefully read, it only mentions this can be done if passport is with UKVI, if not it advises for the return of the passport.. Am I missing something?
What forms of ID must I bring to my UKVCAS appointment?
You must bring your current passport or travel document with you so it can be scanned at the Service Point as part of your visa application. This is a UKVI requirement. If you do not bring your passport or travel document, you risk being turned away from your appointment.
If your current passport is with UKVI at the time of your appointment, you will be able to continue with your appointment providing you also bring an alternative form of ID with you.
If you have sent your passport to an organisation that is not UKVI, wait for the return of your passport before booking a UKVCAS appointment.

UKVCAS has no access or connection to UKVI and so cannot verify any claims made by applicants. They simply process biometrics and appointments. You should attend with alternative documents as advised
